Having dogs without a leash in the neighborhood is downright unacceptable. Specially a breed that is blacklisted by homeowners insurance companies. I don’t care if your dog is trained, you never know if it’s gonna like every person it sees. Hell, even I don’t trust my Beagle around strangers
