Keep a look out for this person. I’m pretty sure she was plotting to steal my packages from my door.

That was definitely wacky 
Agree a obvious mental case. Still recommend you turn it in to neighborhood watch or police, someone else may have had delivery stolen the same day.
Sorry not being judgemental but it looks a little more like tweaking maybe. She sure didn’t hesitate to look down at the packages.

I’m going to be judgmental, just to mention some facts. She taps the door, maybe to see if any ones home ,She looks at the packages, pauses to make sure no one is home, passes to check things out, Looks to the camera, so we know she is aware of it. Tries to wave it off like here sense of being caught gets in her head. She walks away but then suddenly goes back to where she came from.
