I’m a driver. I have never did that, let alone going to the door with a cigarette hanging out my mouth. That’s awful. Send it to uber and they’ll dispose of her real quick.
Why bother to ring the bell if you planned on stealing the food? But then again, it might be that the app is saying the location doesn’t appear to be correct. We’ve had this happen once with houses with no address posted, would have left it with the wrong person if not for that.

If it’s a thief, you know who she was, it’s the delivery girl. Report her, you ordered the food she delivered it and she took a picture to confirm her delivery and stole it after.
