Rubbish and refuse everywhere (dope heads) and open drains where rats come out to infest the neighbourhood! Rubbish piled up against my fences and damaging them! What a beautiful view!

There are multiple sacks of refuse against my fence you can’t see, they are open as well. Some of the rubbish the wind blows about and alot they just dump in the garden. Brocken fridge, bed frames, mattresses and other stuff are all piled up. No this is how these low life scums are. The same with the front garden, which they use as a car park (no drop kerb or driveway). The grass is a mud path along with rubbish overflowing all over the public footpath and everywhere. This is the type of people they are who do not care about how it affects anyone else around them. They used an American Fridge to block the alleway access for 1 month as well. Imagine I did this I would be kicked out the house by the rental property owners.

Can the rental property owners do anything about this do they even know what a mess it is back there?
What about your Town’s borough Hall department of sanitation are they aware of this?

The rental property owners are Local Housing (government) the trashy Housing Manager supports the occupiers of the LA rental property. The tenant is a compulsive liar and I have fighted with them (non physical) in complaints for the past 3 years. The Housing Manager wanted me to sign a good neighbour agreement (non legal), which would bascially make me sign a document saying that I should not make complaints about their tenant, damaging my property, blocking right of way etc. I did get a complaint to the Refuse Department about the scums behaviour of putting rubbish on the pavement and blocking paths as well as blocking the alleway path. The scum told them I was doing it and when they knocked on my door I told them I have CCTV to prove otherwise. The perpetrator plays the victim always and the Police and LA support them.
I am not raising any concerns at the moment, for example on the drugs as the obvious will happen. The LA will say prove it with evidence of the cannabis etc and despite my CCTV they will twist the facts and make me look to be the idiot. Before the LA comes over they will advise their tenants (tell them everything) and obviously they will not smoke it so there is no evidence. My CCTV will be used to make false allegations of me recording them in an alleway (their is no privacy issue as there is no window etc). It’s a very difficult position I am in as the Police and LA supports this person regardless and I have raised and failed to get anywhere against these public bodies. The officers are supported by higher ups and invent facts to cover up. The whole system is corrupt to support these low life scums - the victim is made the perpetrator and vice versa! I regret not putting up the videos of what the Police and LA did in the past. The Police told me I should not record the perpetrators even if they threatned me as it would constitute harrassment. Its a joke even with CCTV evidence they dismiss any cases raised. I told the Police Officer by law I could keep footage for 6 years if it went to court. This is how the LA and Police play games defending the scums.
The scum neighbour tried very hard to get my CCTV removed saying her children (the ones causing antisocial behaviour and enjoying the cannabis etc) were shy and I was recording their activity. I refused to remove my CCTV, as I am well within the Data protection law and there are CCTV everywhere in my streets. The only time a CCTV bothers someone is if they are crooks, dopeheads and scums.
That person calls me a tramp, always puts fingers and swears at me. My garden is being destroyed by the Sycarmore trees sprouting all over that garden from the massive one in the middle. I have to throw 5-6 refuse bags of seeds and leaves that land in my garden and dreading the new saplings she has allowed to grow next to the houses will do in the near future. The scum neighbour is not bothered as they will simply move to another property and Ieave me to deal with the problems.

From what you describe with the rubbish bags then it becomes a health hazard and needs environmental to step in but they are never suddenly going to change their behaviour

Environmental Health (EA) are a joke, for almost 2 years we faced loud mechanical noise 24/7 from the scums (allegedly boiler), and despite asking for noise recording equipment we were refused this and were lied to. As those residents are part of the Local Authority, the EA in the end came to check if the noise (the EA warned them and the noise was off and they did not go inside their Council house even to investigate) was coming from my own house - my boiler, cooker, fridges fan etc and then shut my case down and refused to get involved when they found it was not my equipment. I belive the scums put on acuostic amplifiers and caused this noise 24/7 to a point we were sleepless and going mental. I tried my Home legal Insurance and was left dry, as they refused to take any action without specialist noise experts (which is complicated) and EA refusal to provide noise monitoring equipment.
On this matter of the rubbish and drain sewage and me reporting to EA maybe the scums want free rubbish removal and want me to instigate a complaint to help them? I really don’t know and for the past 6 months just being ignoring everything so I do not get any backlash from the scums. Well they never leave me alone and do one issue after another - neighbours from hell.
Useless Environmental Health. Even with rats running around they won’t go and do anything to these people.
I lifted my fences and was shocked by the amount of rubbish piled up against them. They were warping my fences and damaging them, these scums on purpose did this - criminal damage - but the law protects them.
That totally sucks, that you got to deal with that crap.

I just read most of your comments on this issue and it is obvious that you are in a different country than me with different laws, so it would be hard for me to provide any advice.
I do have a solution for you though, but you may not favor it much…

That sounds like the best option for you honestly. Seems like it’s too much of a headache to live there. It sounds like you’re a renter. If you have a lease, there may be a clause that allows you to break the lease if there are any hazardous issues. If you happen to own the home, pay someone to clean that area, then turn around and sell it fast.
Hi, thanks for your advice and I wish it was that easy for me. No I am not inthe US and no I am not a renter. If I could I would move, but not in a position/circumstances to move as I own my own property. That area where the rubbish is not my property, but the issues from it causes rats and other problems to mine, as its just my fence as a thin border. The troublemakers are renters and that is one reason why their landlord (Local Authority) has allowed them to behave in this manner. There is no accountability and they can do what they like as they get support and the law is an ass unless you have tons of money to sue them. They are even allowing Sycamore tree saplings (already 3 meter high) to grow close to the rented house and from the larger tree I end up with 6 large refuse sacks of leaves and seeds. Those seeds grow on anything and clog up my gutters and destroying my garden too.
So sadly I can’t move, but maybe if in a better postion I will in the future as the area is starting to go downhill. I just hope these troublemakers move away, but even with the fire damamge and the house not repaired they are returning to make trouble.

I heard last year they were going to home swap with another family, but the other family refused in the end. The scums wanted the other people to leave their valuable expensive fixtures and fittings (furntiure, fridges etc) in their house and just move into the scums house with their trash cheap stuff. Who in the world would accept such a deal? Some people are saying that as result of that they may have caused the fire to get another free local authority housing? Makes you wonder.
