Looks like a HOA community. Probably doing a inspection on the hight of your plants. They can go wherever they want or at least they think they can.

I don’t know, but I would report it to your local police.
Yeah I see he’s got an ID card and a large tablet, basically around my area walking around and they’re trying to sell you solar, but still if it’s your private property they should not be there… Usually they ring your doorbell before.

Has a badge on lanyard. Check with police to see who had a permit for solicitation that day in your area then file a report of trespassing against them.
