That’s more than enough evidence for the police to make an arrest. The perpetrator was almost certainly one of your neighbors. I would print a still image from that video and post them everywhere in your complex as well as taking one to your management office. She had no reason to be looking down your corridor other than looking for packages, I’m sure you’re not her first victim.
If the package was delivered by the USPS it’s a federal crime. If it was delivered by anyone else the severity of the crime would depend on the monetary value.

Out of all the crimes a person can commit, stealing other people stuff is #1 my #2 is murder unless they stole something then it’s justified LOL
