Yeah that’s whacked, I can’t see no purpose to take a photo like that. Unless it has something to do with your homeowners insurance renewing??
Still, I would ask your neighbors if they had it occur to them and also contact your local police and notify them.

That is bizarre!! I thought the same as others talking pictures looking in upstairs window. Any insurance company would notify you 1st and a surveyor wouldn’t take 1 picture and immediately run away. I would call the police and ask if they know if anyone else has reported this.
Possible a insurance risk inspector. Might needed a roof photo but seems a little sketchy. Most of the time we notify the policy holder we coming to get photos, however some third party insurance providers may not be so informative.
