that is really strange!!! To cut it makes it useless. Is there a outside water ban and is this guy a water department employee serving a fine for you watering? Still illegal though either way

I don’t get it. Can’t even take the time to unscrew it from the tap. How is he going to take the time to put a new end on it? Might even cost him $3 to get a new tap connector.
