You should go to a housing attorney with that tape, theirs some pretty stern warnings about stuff like that…
Like being held accountable for all moving cost, down payments and other associated penalty fees and cost… Enough to stomp some bs out like that… I’d look around, before it gets worse…

we have been suffering from this type of behaviour for eighteen years, we have informed the police time and time again but they take no action against them

You got get an attorney, the police are only goid for cleanup… meaning after a crime has been committed… same thing with the cameras… a lot if time the police don’t want to get involved…
Attorney get paid for stuff like that, you hold for all cost attorneys to… the police is on an hourly wage , he just wants to end his shift a go home…

There’s no such thing as a Rastafarian accent. It’s Jamaican. It’s patois which is a Jamaican dialect and he’s using an accent distinct to Jamaica, except he’s definitely not Jamaican. He sounds like he’s acting the accent and nothing he’s saying in the clip is racist, just extremely disrespectful and rude. It sounds like he’s angry at these folks for whatever the reason.

What we see on the clip doesn’t really say he is racist, doesn’t say he isn’t ether…

we live in the UK and have gone through the correct channels but unfortunately we can do nothing as they are supported by the police
