Yes, if you download an android emulator (e.g. BlueStacks) you can download the eufy app on your laptop and view it just as you do on your phone.
As @Jordan145 says, you can either use an Android emulator or connect to your cameras via the management panel on Eufy Security. This allows you to view the live video stream 
I don’t use it but my wife has some people say it works well and others have issues but there is a web portal access through the app.
Go to the side bar at top right of home page and then scroll down to settings then security there you will get information on web portal and generate a pin code that you will enter on the website.
