Is the camera mounted inside behind a window? Looks a little like a reflection. Or maybe a dirty lens.
It could be the way the sun is shining on the camera lens??

Did the camera come with a sticker on the lens? Looks like the residue from a peeled off sticker.
Moire pattern? Is there a fine stripe in the clothes?
