Hard to say what would make them block part of the road for that amount of time. Don’t see much traffic though. Could be a number of reasons they froze as stated.

Probably missed their turn, google and Apple Maps have the tendency to tell you to turn on short notice, maybe door dashing and passed the address trying to find it on their map.
