Maybe he wishes he had a driveway, taking picture to keep as a memory.
Seriously I have no clue. One thing does come to mind perhaps he’s taking the photo of it for selling purposes.
You do have his license plate in that video, perhaps you can contact the police so they can question him.
I would guess he wants to buy a Lexus .

He is an idiot on private property, maybe he is simply or does not understand common courtesy. Hopefully harmless
School and 7-11 are around corner.
He can use public area to take photos. Why did it on other’s property.

Wow, okay, this is called casing. You take a picture of the target, then establish a pattern from the owner to determine the best time to break in and steal the car. While establishing this routine of yours, they will be doing research on how to gain entry without damage and/or intercepting fob signals. You’re welcome.
