Not sure what you mean. Where is the lag? Do you mean latency?
Not sure.. but possibly describing the person. Lag is sometimes used for loitering and a jailbird. British slang.

Jd164 interesting and true in the UK but a bit old fashioned now. The video looks like America and the term is not used there.

@ogr10 correct it is an old term / saying / slang.. viewing the license plate does look American, maybe they moved there.
Guess we won’t know what the OP means by it, unless they reply back…
