Someone being arrested. A car missed the turn and got stuck and was trying to get unstuck for a half hr or so but coulsnt get out and caused someone else to hit the lamp post. Maybe intoxicated dont know. Cant see the car in the video as the police are blocking the scene with their vehicle.
