You’ve got quite a few packages there and they didn’t take them all? Are you certain that their package didn’t end up delivered to your porch by mistake? It happens frequently. Definitely consider this as an option when you see them staring at their phone before taking a package, they’re just comparing the delivery photo to the package/location.
