I’m betting someone or some company sent him there for a reason. Doubtful that he’s casing the place wearing a high visibility vest, criminals try not to be seen they don’t want to stand out like a sore thumb.
Or maybe that’s exactly what he wants you to think. A common strategy with criminals is to look official and act confident like they belong there. That’s usually the best deterrent from looking suspicious. It’s easy to blend in that way.
“Don’t worry, he looks official. He must belong there.”
