This is the 2nd time this car has been driving in my neighborhood. It looks to be a spotlight on the trunk driving around really slow trying to figure out who has activation lights at their house or cameras

Pizza delivery maybe
Someone mentioned pizza delivery? I don’t think people are casing out homes so early in the night (9pm). Also, looks like they took the easiest way out - since it’s a loop (instead of making a 3 point turn).
What you can do is take the plate number and make a report. But first think something positive . Maybe is a parents teaching his son or daughter to drive .

Looks like a Dominos pizza light up sign. Due to lighting conditions, your camera is brightening the picture causing the red and blue to wash out.
