I’d suggest if you have a community page or fb group, post footage and shame him. Had similar in my apartment never did anything about it but once the guy realized I had cameras I see him walking his dogs further away.

Sadly, it will not make any difference to this scumbag. He posts it to Facebook and dog walking groups to encourage others. He is friends with the local police who do nothing besides laugh
