It’s lights, either from a car or from someone with a flashlight.

Where do u live? Snow, or the bright light hitting rain. You clearly have precip on the ground. If you didn’t, insects look like that but no.

I have that in Phoenix, AZ they are bugs flying around the light near my camera… set off my camera all the time at bit.

Looks to just be rain going across the front of the camera, we get it on our doorbell quite a lot when we have heavy rain
