Is there any way to have this notify me about the truck in the background or the person working on our water box? Or is this not achievable due to motion detection parameters being short range?

The cameras have about a 30 ft range for detecting motion, though the utility worker is just at the edge of camera view and the tree may be also obscuring his movement.
Adjust the motion sensitivity higher, if you have it on Max already then you could set the detection to all motion, though you would probably get a lot of unwanted motion detected recordings.

I am guessing that is the max range then, because the max detection sensitivity is already set. And the mail man is triggering it only at the end of the sidewalk coming up to the house.

This is just a suggestion, the camera view you have now maybe a bit too high and it’s pointing downwards.
Might want to try lowering the camera 4 to 6 inches down the wall so that you have more of a horizontal View to see under the tree line.
This may help in better detection.
