Those are not spiders or webs. Doesn’t happen every night but often. It’s some kind of light source.

I’m going to guess that it’s a thin strand of a spider web or dust string moving in the wind with light reflecting off of it. It could be further away but maybe looks close because of the light reflection. Just a guess.
